FourThought has released the Amara XML Toolkit 1.2.0, an open source "collection of Python tools for XML processing-- not just tools that happen to be written in Python, but tools built from the ground up to use Python idioms and take advantage of the many advantages of Python." Amara includes:

Gerald Schmidt has released XML Copy Editor,a free-as-in-speech (GPL) XML editor for Windows and Linux "with DTD/XML Schema/RELAX NG validation, XSLT, XPath, pretty-printing, syntax highlighting, folding, tag completion/locking and lossless import/export of Microsoft Word documents." This release adds tab splitting and fixes bugs.
